A black and white puppy Alsatian was discovered dead inside a plastic carrier bag at the side of the road.
The grim discovery was made by a passing motorist in Featherbed Lane, Hemel Hempstead, at around 10am on Monday, November 25.
RSPCA inspector Stephanie Law said: “The puppy had an obvious injury to its tongue but no other signs of damage.
“It may have been run over while in the plastic bag.
“I would like to speak to anyone who saw the puppy being dumped or who knows who its owner might be.”
