'Permits will not stop this traffic chaos'
Plans to introduce parking permits near a school will not stop parents congesting nearby streets, a pensioner claimed.
John Higgins, 60, of Doctor's Commons Road, Berkhamsted, said his car is often blocked in by parents and commuters who park in front of his garage.
He said: "The parents fight over parking, but it makes it almost impossible for the people that live here to get in and out of their drives."
