A survey will be carried out in Little Gaddesden to assess the need for affordable housing in the village.
The average asking price of a two-bedroom home in the rural hamlet is £612,500 to buy and £229 a week to rent, according to property website Zoopla.
The village’s 450 households will be surveyed on the need for more affordable homes under new plans by Little Gaddesden Parish Council.
Chairman Douglas Adams said: “This is not a short-term fix. It is a long-term vision.”
Little Gaddesden is owned and managed by the National Trust and surrounded by the historic Ashridge Estate.
Mr Adams said: “The whole concept of housing and young folks getting onto the housing ladder and getting a decent start in life is a concept which we all embrace.”
The parish council does not own any land in the village that could be built on, but is working with an agency to try and find a way around this.
Mr Adams said: “If the village demonstrates there is a need, this agency can possibly help us with looking at the whole package of sourcing, funding and building affordable homes.”
No timescale has been set for when this will happen.
A 7.32-acre field on the outskirts of Little Gaddesden, opposite Cromer Close, has been advertised for sale at £150,000 by Berkhamsted estate agency Aitchisons.
But the firm said that planning permission for new homes on the paddock land, which is crossed by the Hertfordshire Way footpath, would never be granted.
The agency said it had taken a lot of phone calls from people who did want to build homes on the land, but that the price would be a lot higher if this were possible.
